Street trading licences

Our Street Trading Policy [PDF, 0.2MB] covers all streets in South Cambridgeshire (except the A11 and A14, and any area of land which is owned by the county, district or parish council).

The policy refers to a person wanting to sell any fresh food or general items/products in the street. Examples of this are:

  • food vans
  • ice cream vans
  • selling flowers

 

There are a few activities which this policy doesn’t refer to such as trading at a fair, fete or similar one-day community event. Full details can be found within the Policy [PDF, 0.2MB]

Apply for consent 

Make sure to apply for consent. There are 3 types of consent:

 

  1. Standard Consent: for trading on the highway or at any location not registered as a Consented Premises
  2. Consented Premises: where you own or occupy the land and wish to allow trading to take place
  3. Consented Premises Trader: where you wish to trade at a premises which holds a Consented Premises consent

 

1) Standard Consent includes:

  • Static Street Consent: this is when you (the operator) are trading at a fixed pitch (place) for more 4-and-a-half hours in a 24-hour period
  • Mobile Street Consent – this is when you (the trader) wants to move from place to place. You must not trade in one location for more than 4-and-a-half hours at a time, and must not return to the same site on the same day – even if you have consent to trade at many different sites. (The 4-and-a-half hour time period excludes setting up and clear up time.)
  • Layby Traders Consent – this is when you (the operator) is trading fixed hours in 1 place during the week

Note:

  • the parish of Bar Hill has a blanket ban on street trading, so you’ll need to contact the parish and see if they’ll agree before you make an application for consent
  • trading from the Green or Northstowe falls under the control of Northstowe Foodies

 

2) Consented Premises: these are areas that are privately owned and managed, but the public have access to these areas without payment. Examples of this are:

  • car parks
  • areas connected to public houses or village halls

 

When the consent is given to an area, this can then be used by consented premise traders.

 

Examples of people who need to apply for this consent are:

  • private landowners or occupiers, such as public house car parks, who wish to host traders to help with their main business
  • pop-up traders that include non-food items, such as christmas trees

3) Consented Premises Trader - this is when a person wishes to trade at a consented premise. To do this you must be registered as a consented premises trader. If you’re registered, you can then trade at all consented premises within South Cambridgeshire.

If you want to trade as a standard consent trader and a consented premises trader, you must get consent from us to do both of these trading activities.

Policy change

A review of the council’s street trading policy is currently taking place and will be determined by the Licensing Committee in September.
